Building permit
Permission under the Streets and Buildings Regulation Law (Cap. 96) to carry out building works. It follows the planning permit and, since July 2024, is issued by the district's EOA.
Updated 12 Oct 2026How it works
A building permit (Άδεια Οικοδομής) is needed before construction works start, under the Streets and Buildings Regulation Law, Cap. 96. Minor works listed in the exemption decrees do not need one.
It is the second of two permits. The planning permit decides whether a development is acceptable on that plot under the development plan: its use, size, height and layout. The building permit then covers the technical side, such as the structural design and compliance with the building regulations. The original planning permit is one of the documents the application must include.
Since the local government reform of 1 July 2024, building permits are issued by the five District Local Government Organisations (EOA) of Nicosia, Limassol, Larnaca, Paphos and Famagusta, which took over this role from the municipalities and District Administrations. The owner, usually through an architect or engineer, applies online through the IPPODAMOS system.
When the works are complete, the same authority inspects the building and issues the certificate of final approval.
Why it matters when you buy
For a new or off-plan home, the building permit shows that the construction was authorised. Check that the approved plans match what you are buying: the number of floors and units, the size of your unit, parking spaces and any pool.
Works carried out without a permit, or differently from it, can delay the certificate of final approval and, with it, your separate title deed.
