December alone brought 819 permits worth €415.4 million, covering 328,800 m² and providing for 1,770 dwelling units.

Apartments lead the pipeline

Data for January–October 2025 show where the growth came from. Apartment buildings accounted for 8,519 approved units, up from 5,958 a year earlier. Single houses rose to 3,072 units from 2,350, and two-unit buildings to 949 from 705. Mixed residential-commercial buildings fell to 230 units from 578.

Why permits matter

Building permits are a leading indicator: they show what has been approved, not what has been built. Since 1 July 2024, permits have been issued by the District Local Government Organisations (EOAs) through the Ippodamos system. The figures include demolitions and re-issued permits, but exclude renewals and permits for the division of buildings.

The jump in approved homes comes as demand stays strong: 18,114 sale contracts were deposited in 2025, 15% more than in 2024. The Central Bank of Cyprus has described the supply of new homes as rising only gradually; the permit data suggest the pipeline is now expanding.

What this means

  • For buyers, a larger pipeline means more new projects over the coming years, especially apartments.
  • For developers and investors, competition in the apartment segment is likely to increase, although approvals do not always turn into completions on schedule.
